The provincial flag can be seen on the provincial website:
http://www.phuket.go.th/webpk/contents.php?str=introduce_flag. It is light
blue with a depiction of the seal (including landscape) and the name of the
province in black beneath. The depiction of the seal nowadays in use on the
provincial flag seems to be a variation of the former seal, which can be seen
here together with the new one :

According to this
website, the current seal of Phukhet was adopted in 2528 (= in 1985).

According to the Thai Ministry of Interior in 2000, the flag of Phu Ket province
was blue with the provincial seal in the center : the two sisters Thao Thep
Kasattri and Thao Sri Sunthon on a monument in the middle of a golden circle
with a red garuda.
