According to the Thai Ministry of Interior in 2000, the flag of Surin is
horizontally divided red / yellow /green with the seal in the center of the
flag. The flag can be seen on the provincial website :

On the provincial
website and on the Thai ministry of interior, the image of the flag is shown
with a ratio of about 5:6 but obviously the image has been cut. I send here a
rendition in a 3:4 ratio.

provincial seal shows Indra atop his celestial white elephant, Airavata which is
based on the design found on a famous Khmer temple in the province. Both Khmer
temples as well as elephants are commonly found in Surin.
