It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain yellow field.

The arms are vert, a stag or crowned with an inescutcheon charged with five bezants argent set in quincunx. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA NOVA DE CERVEIRA".
Meaning:
A beautiful flag for a charming town, I say. Canting arms, since "cerveira" means "place of stags" ("cervo" = "stag").
