It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a field quartered of green and purple.

The arms are Or a bunch of grapes Purpure leaved Vert and stalked Sable between two olive branches Vert crossed per saltire and stalked and fruited Sable. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA DE SANTA MARTA DE PENAGUIÃO".
Meaning:
"Santa Marta" means Saint Martha and "penaguião" can be analysed to mean something like "he-eagle cliff". These elements are not found in the arms, however, which concentrate in the usual county fair lookout, showing off local agricultural products.

Santa Marta de Penaguião municipality had 8569 inhabitants in 2001, and it consists of 10 communes, covering 69,98 km². It is part of Vila Real District, traditional province and 1999 ref. adm. region Trás-os-Montes e Alto Douro, C.C.R. / NUTS II Norte, and NUTS III Douro.
