It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain yellow background.

The arms Sable between two fesses wavy Azure fimbriated Argent and two branches of olive Or set in fess a bunch of grapes of the Same. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "PENALVA DO CASTELO".

Penalva do Castelo municipality had 9019 inhabitants in 2001 and consists of 11 communes covering 135,93 km². It is part of Viseu District, traditional province Beira Alta, 1999 ref. adm. region Beira Interior, C.C.R. / NUTS II Centro, and NUTS III Dão-Lafões.
