It is a fairly typical Portuguese communal flag, with the coat of arms centred on a yellow and purple quartered background.

The arms are Purpure an olive tree eradicated Argent fruited Sable and in chief a count's coronet Or bejewelled Vert, Purpure and Gules. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "OLIVEIRA DO CONDE".
Meaning:
"Oliveira do Conde" means "Olive tree of the Count", and the arms are thus canting. The count in question is Fernão Peres de Trava (~1100~1161).

Oliveira do Conde Commune is one of the five communes of Carregal do Sal Municipality (q.v.); it had 3313 inhabitants in 2001 and covers 33,47 km².
