The Municipality of Gornji Mihaljevec, formed in 1997 by secession from Štrigova, is located in the western part of Međimurje, in a hilly region. The Municipality has 2,046 inhabitants, according to the 2001 census, living in 13 villages each having more or less the same number of inhabitants, the largest being Gornji Mihaljevec (286 inh.).
The village was mentioned as "Mihalovecz maius" in the 15th century. In the 18th century the old wooden chapel was erected into the parish church dedicated to St. Catherine of Alexandria.

The symbols of Gornji Mihaljevec are prescribed by Decision Odluka o grbu i zastavi Općine Gornji Mihaljevec, adopted on 23 December 2011 by the Municipality Assembly and published the same day in the County official gazette Službeni glasnik Međimurske županije, No. 22 (text). The companion Decision Odluka o odabiru najpovoljnije ponude za izradu idejnog rješenja za izradu grba i zastave Općine Gornji Mihaljevec, adopted on 23 December 2011 by the Municipality Assembly and published the same day in Službeni glasnik Međimurske županije, No. 22, deals on "choosing the most favourable offer for production of notional design for production of the coat of arms and the flag of the Municipality".
Short notices on Decisions being taken to acquire symbols (Sa sjednica Općinskog vijeća - 15. sjednica Općinskog vijeća Gor. Mihaljevec održana 12. lipnja 2007. godine - Odluka o izradi grba i zastave Općine Gornji Mihaljevec i imenovanje Povjerenstva za izradu grba i zastave Općine Gornji Mihaljevec) and to appoint a Commission to run the task (Formirano Povjerenstvo za izradu općinskog grba i zastave) were published in the local magazine Mihalovčan, No. 5, December 2007 (text).
These Decisions were not published in the County official gazette; possibly, they were not deemed important enough for the time being.
The symbols were designed by the Pikant marketing agency from Koprivnica, led by Antoni Grgić, who already designed the symbols of several other administrative units.
The flag is in proportions 1:2, blue with the coat of arms, in the middle.

The coat of arms is "Argent within a bordure or a sword argent hilted or issuant from a triple mount vert and a grapevine stock with two bunches of grapes or winiding around it".
The sword is the attribute of St. Catherine of Alexandria, the parish's patron saint.
