I saw a strange flag in the trailer of The Princess Diaries.

According to the script, the flag represents a fictional European state
called "Genovia".

I have also seen this flag seen in lots of ads. The flag was mostly
seen in the royal house or the car used to take the royal family.

Concerning the version shown, I'd just quibble that the supporters, not a garland,
are shown around the CoA shield in the available screenshot,
and that the hoist side panel is blue, not green.

Probably, the flag is absolute fiction.
Could it be based on the Ligurian flag?

I guess if the middle panel is swapped from white to red and the CoA radically changed, then:
Yes, it could be based on the Ligurian flag.
But it looks much more like any green-white-blue vertical triband with
a central charge, some of which might have been a more likely
influence on the prop creators of this US movie (or the US author of
the original book, if the flag design comes from there) than an
Italian regional flag, albeit the one that corresponds to the
real-world setting of the fictional location.
