The Seville Province (1,942,155 inhabitants in 2013, therefore the 5th most populous province in Spain; 14,042 sq. km) is located in western Andalusia.

Flag of the Seville Province

The flag of the Sevilla Province is presented as follows in the Handbook of Corporative Indetity (PDF file):

Dimensions and proportions.
The flag of the Seville Provincial Council shall have a relation of 3:2 between its larger and smaller dimensions, that is, A/B = 3/2, A being the length and B the hoist.
The dimensions of the flag, used either indoors or outdoors, shall be adjusted to the proportions and standards accepted for the Andalusian and national flags: 1.50 m x 1.00 m, 2.10 m x 1.35 m, 2.80 m x 1.80 m, 3.50 m x 2.25 m.
The flag shall comply with Article 6.2 of Law No. 39 of 28 October 1981 regulating the use of the Spanish flag: "When the spanish flag is hoisted together with other flags, none of those flags should be bigger than the national flag".
When the flag of the Council does not have the prescribed proportions, it should be square. This flag shall be used as official car flag.

Colour.
The colour of the flag shall be, following the traditional use, flag green (Pantone 3415c).

Flag with the coat of arms.
The flag shall be charged in the center, and on the two sides, with the coat of arms of the corporation.
When the flag is used with proportions 3:2, the main [vertical] axis of the coat of arms is located at a distance A/2 from the hoist. [The companion drawing gives the height of the coat of arms as B/2.]
When the flag is square, the shield shall be centered, covering nearly the whole of the flag. [The height of the coat of arms is not specified on the companion drawing.]

The central escutcheon is that of the town of Seville, showing St. Ferdinand, the town's patron saint, with Sts. Isidore and Leander at his sides standing amidst Gothic architecture, the base showing the "NO 8 DO" motto. The escutcheon is crowned with an ancient (open) royal crown, and surrounded with the escutcheons of the main judicial districts (partidos judiciales). These are, counterclockwise, Écija, Osuna, Morón, Marchena, Estepa, Sanlúcar la Mayor, Lora, Cazalla, Utrera and Carmona.
