According to the official website of the Dominican Judicial Power about their flag: The flag was created by the late Dominican Judge Julio Genaro Campillo Pérez. It was first raised on February 23, 1998. The meaning of its colors is the following:

The Cámara de Cuentas (Chamber of Accounts) of the Dominican Republic
is the entity in charge of all the government accounting in the country. It was
established by Article 127 of the Constitution of February 27, 1854
(source).

Dirección General de Presupuesto (DIGEPRES), depending on the Finance Minister, is the Finance General Directorate. Presbribed by the Organic Law on Public Financing No. 426-06, 17 November 2006, DIGEPRES superseded the former Oficina Nacional de Presupuesto (ONAPRES, Finance National Office).
The flag of DIGEPRES is celeste blue with a golden fringe all around. The name of the agency is placed in the upper part of the flag, surmonting the name of the ministry it depends on ("Secretaría de Estado de Hacienda"). The logo of the agency is placed in the middle of the flag. The celeste blue colour recalls coldness and intelligence, highlighting the DIGEPRES' impartiality and rationality in the use and assessment of public founds. The colour also represents knowledge and stability required to fund the Government’s development plans and priorities while keeping macroeconomical stability.
The logo of DIGEPRES is made of a rectangle encompasing the full name and emblem of the agency. Placed on the right of the logo, the DIGEPRES' emblem is made of a horseshoe-shaped blue "D" letter (for "Dirección"), from which emerges a small rectangle diagonally ascending to the upper right corner of the logo, slightly curvated. The rectangle is divided by a diagonal, forming two opposed arrows; the blue arrow, pointing to the "D", symbolizes receipts, while the red arrow, pointing out of the "D", symbolizes public expenditure.

The INDRHI (Instituto Nacional de Recursos Hidráulicos) (National
Institute of Hydraulic Resources) is a Dominican Republic government agency
whose goal is the present and future supply of water and hydraulic energy of
proper quality to the people. The flag is seen on these three photos:
