This by now - I hope - well-known page shows a flag for the East German Wasserstrassenbau (i.e. waterway construction) office. See the dark blue item under 'WWD / Schifffahrtsaufsicht / Wasserstraßenamt & Wasserstrassenbau': here
Dark blue field with narrow white stripes parallel to the flag's horizontal edges, in between a light blue revolving crane sitting on stylized light blue initials "WSB", the "W" largest of all.
The real item can be seen on photo 2 (b/w, clickable ) concerning 'Wisent' about half way this page.
I have not found out when this office was founded, only that it was taken over - with inland navigation, harbours, wharfs, etc. - by 'Binnenschifffahrt und Wasserstraßen (VE-KBW)' (i.e. Inland Navigation and Waterways Combine) in 1979.

Here is a GDR flag found on this site dedicated to GDR inland shipping: placed rather low, just below the blue title “WWD / Schifffahrtsaufsicht / Wasserstraßenamt & Wasserstrassenbau”. It is a white flag bearing a combined symbol: vertically aligned initials “WBU” (arranged in the shape of a triangle) in front of an anchor with large flukes and two wavy lines, all within an orle and all design elements being blue, the initials somewhat darker.
According to the same website, the WBU (i.e. Wasserstrassen-Unterhaltungsbetrieb or Waterway Servicing Enterprise) was founded in 1980 as part of a larger body responsible for all aspects of this branch of transportation, and had two main offices: Magdeburg and Eberswalde plus four more local branches. On German unity, the organization was integrated into the Federal German body responsible (1990).
