The whole territory of the Land Hessen also forms the Landeswohlfahrtsverband Hessen (a Höhere Kommunalverband or higher communal association) since 1953. The arms were granted in 1954, the flag used for the first time 15 March 1955. The flag is now out of use, the last observed use was 1995. It is a red-white bicolour with the arms in the centre; the arms are (blazon): Azure, a lion rampant party per fess: in chief barry of four Argent and Gules, in base Or. There are also reports of car flags from the 1950s.
