[Last] weekend I was in Andorra. (...) I searched for more flags: civil defense, police etc. but none has flags (only logos). Only the communications service [post office?] has a flag that is hoisted in their headquarters, blue and bears the white logo in it.

It turns out that "communications service" is right: the flag of the Andorran Telecommunications Service (Servei de Telecomunicacions d'Andorra - STA) on Flickr (detail). From www.andorratelecom.ad:
The Andorran Telecommunications Service (from now on Andorra Telecom) is constituted as a public law entity, with its own legal personality and autonomous organisation. [It] manages and exploits, exclusively, in the territory of the Principality, all kinds of integral services relating with telecommunications: telephone, television and Internet. [It] was formed as a public company in 1975. [It] offers integrated and universal telephone, Internet ans television services as well as practical solutions for businesses. [It] is also responsible for managing the technical infrastructures and national broadcasting networks for radio and television, both analogue and digital (TDT). Andorra Telecom is controlled and managed by a Board of Directors with full responsibility to the Government of Andorra.

The logo is made up of three trapezoids with comblike serrations on one end, arranged to form a triangle, plus the acronym "STA" to the right in white nonseriffed caps.
